In the game I see it installed. But when I go to tactics it is not one of the archived tactics nor is it in the list default tactics. Most of the tactics in the Steam Workshop have individual links to hosting sites to download the .tac file. If you cant find a link to a file host, try contacting that tactics creator through steam.
